SP2 aggravations

So, I finally broke down and installed SP2. No major problems, everything
appears to work fine. But, I have a few aggravations with the new security
and IE. First, when I go to a website to download software, the download
box doesn't pop up, I always have to click the "if your software download
doesn't begin, click here" link. Ok, so that's a small aggravation. But,
I have my own little homepage that's only located on my computer, not on
the web. It's just a neat little thing I wrote up in simple HTML code that
has my useful URL links on it and so on. Whenever I visit some websites on
the net and then click back to my own personal homepage I get this stupid
message from IE security, "To help p;rotect your security, Internet
Explorer has restricted this file from showing active content that could
access your computer. Click here for options..." So, I close the
Informaton Bar box and Click here for options and tell it to run the
freaking file. Next time I open IE and go back to my personal homepage
that's only located on my personal computer, wham I get that stupid message
again. Does anyone know how to turn that off? There are no script files
in my personal homepage, it's just simple HTML code. I find this so
aggravating. Thanks.

Welcome to the aggravations of the 'new and improved' Internet Explorer
Information Bar.

Similar complaints have been posted in the IE newsgroup but I've seen no
answer mentioning how to turn the damn thing off. It is purported to be a
'security enhancement' for all those folks that refuse to keep their systems
protected.

Mother Microsoft is 'looking out' for us again; and it sucks.

Somebody needs to come up with a way to kill the thing.
 
I agree. I have a firewall (Zone Alarm Pro) that works quite well and
anti-virus software (Avast) that I'm happy with. I just don't really need
Microsloth trying to keep me safe. I've been practicing safe internet for
years now. I do find this a real aggravation. Especially since it's
tagging the html homepage located on MY computer that I wrote myself. I
surely don't need to be protected from myself. Thank you Microsloth.

Try going to internet options..advanced tab. Scroll down to security
and put a check in "Allow active content to run in My Computer".

Changes to Local Machine Zone for Windows XP Service Pack 2:

Microsoft Windows XP Service Pack 2 (SP2) adds a feature control for locking
down the Local Machine zone. The feature control is set through the
FEATURE_LOCALMACHINE_LOCKDOWN member of the INTERNETFEATURELIST enumeration.
It is turned on by default for Internet Explorer (iexplorer.exe) and Windows
Explorer (explorer.exe).

In effect, FEATURE_LOCALMACHINE_LOCKDOWN sets up a special Local Machine
zone-the Local Machine Lockdown zone. Within this new zone, seven URL
actions have different values.

URLACTION_ACTIVEX_OVERRIDE_OBJECT_SAFETY
URLACTION_ACTIVEX_RUN
URLACTION_BEHAVIOR_RUN
URLACTION_CLIENT_CERT_PROMPT
URLACTION_DOWNLOAD_UNSIGNED_ACTIVEX
URLACTION_JAVA_PERMISSIONS
URLACTION_SCRIPT_RUN

Now coming to the issue, IE may show the Information bar if the local HTML
calls any of the above items (ActiveX, Scripts etc). Even a simple script
such as the "Add to favorites" cause Info bar to appear, when the HTML is
opened locally.

Workarounds:
Use the "Mark of the web" option as explained here:
