You need to run it from an XP machine or order the CD.

Service Pack 1a for WinXP can you find under Network Installation here
(a 134 MB download, same file for Pro and Home):

Download it and burn it to a CD.

If you want to download updates from a computer with a good internet bandwidth
for later installs on another computers, you can use Windows Update Catalog:
