Sound recorder not working

Windows XP Pro SP3 IE7Pro

When I try to record with the Sound Recorder the start button is black. When
the music I am trying to record reaches the end, I do Save As and name it.
When I play it back the slide bar moves but there is no sound. I tried to
reinstall Windows from the original install disk but it tells me it is
obsolete. Is there a way to find and install the sound recorder?
