Are you sending one message and some, but not all, OE users can hear it or
it is one message and no OE user can hear it?
If it's the first, then it's likely on the OE side of things. If it's the
second, check to make sure it's going out as HTML and not getting converted
to a winmail.dat. The OE user can check this for you by looking at the
message properties.
Also, the Stationery groups may have some ideas since they do this sort of
thing all the time.

After getting the wonderful help on how to send sound
files in emails from Outlook 2000, using Word as my email
editor. I am now having the problem that some recipients
with Outlook Express 2000 are not getting the
sounds/music One got the music in one of the emails, but
not in others. Do you have any solutions?
