Sorting within a table

I have a Word document that was created as a table with
three columns. The first column contains a number (1, 2,
3, etc.) The second column contains numbers (1.0, 1.1,
1.2, 2.0, 2.1, etc) The third column contains text. The
document contains detailed, step-by-step instructions and
processes on how to do something, hence the first column
being Step 1, Step 2, and the second column being process
1.0, 1.1, 1.2 and so on.

Currently, the first two number columns are in random
order. How can the table be sorted by the first column,
then by the second column in numerical order? Tried it
once, and the sort put process 1.11 and 1.12 before
process 1.2. Is Word reading process 1.2 as 1.20? Any
suggestions?
 
1.11 and 1.12 *should* come before 1.2 -- Word assumes your numbers are just
that, so all the 1.1s come before the 1.2s; and that 1.11 and 1.12 are
sub-points of 1.1. If you really want Word to interpret 1.11 as "one point
eleven" and put it after, you'll need to change 1.2 to 1.02. You're likely
to confuse your readers though.

Simpler still, why not use Word's built-in list numbering?
