sometimes, the refersh option disappears. how I get it back.

Some of my Excel queries could not be refreshed. The refresh option
disappears. how I get it back. This happens with 2003 MSoffice. please help.
 
The active cell must be in the retrieved data table in order for the refresh
option to be available.
