something keeps accessing the pc ??

Have a pc with w2k,, about every 5 seconds the screen flickers. When I open
the task manager, whenever it flickers, the CPU useage for explorer jumps to
about 20%.

Is explorer causing the flicker or is the CPU usage jumping up because
something else made the flicker ??
 
Google for a free utility called "A really small app" and see if you
can catch whatever's sneaking up on you.

check which process is using CPU time...
open up a search window and start typing process names from taskmgr,
find out what directories they are located...avoid typing the standard
windows processes
are you running active desktop?
 
NO to active desktop..
