Someone using my computer d/led and installed a toolbar that i cant uninstall

I am using IE 6.0. Someone using my computer d/led and installed a toolbar
that i cant uninstall. I have been in touch with sw mkr and the file they
say uninstalls
and it says my current security settings do not allow this file to be
d/led. I have tried 3 different spyware programs including adaware, spybot,
and spyware blaster.
