Someone controls my internet.

I think someone has control of my internet IP address.
My computer may have a virus.
I am unable to log on to Internet Explorer.
A message appears "Third Party may have gain access", I am
not sure of the exact wording, but I don't think it is
good.
Also went I attempt to print my computer shuts down.
What can I do?
