I am using a Dell 4300 with MS Windows XP-Home. From the
beginning, some web pages have quite small, using only
part of the screen. I learned that Windows XP did
not "read" some sites accurately. I have installed all
applicable updates and patches as recommended, but the
problem persists, and is very annoying.

I would appreciate suggestions for a solution?

Thank you.

I'd sure like to know where you read that at. Popups can be resized by
script code on the launching page, and if that popup window is the last
window closed during a browsing session, that size will be used for future
popups until changed. The solution is to launch a link that opens a new
page and manually resize the new page. Do that by dragging the corners out
to the size you want, NOT by using the maximize button. Close all other
open browser windows before you close the resized window, then close it.
When ending a browser session, make sure any small popup windows are closed
before you close the main window to avoid this problem from recurring.
