some random troubleshooting

Hi. Just over the past 3 days, my computer has started acting strange.
Anytime I open any window which has a black background (or what I tend
to notice), I see small colorful dots appear on the screen. Whenever it
happens, and there are too many of these tiny dots, my monitor goes
haywire. It either turns off completely (yet, the monitor LED light is
green, which is telling me it is still receiving video signal), or my
screen blinks constantly (not the LED, but the actual screen). Once
this happens, my computer freezes and I can't access anything. I have
to reset my computer, only to find out it will happen again. I'm not
sure what the problem is, but I've tried reinstalling my video card
(and it's drivers), reformatted my computer, hooked up a different
monitor (only to get the same results). I really don't know what is
going on. So any help will be greatly appreciated.

My system has the following specs:

Intel Pentium 4 (2.53GHz)
PNY GeForce FX 5700 VE 256MB DDR
Soundblaster Live! 24-Bit
1GB PC2100 DDR memory
DirectX 9.0c

I don't know if any more information is needed, but I'll be more than
willing to provide it as help to finding a solution to my problem.

I can't say anything for sure but you can try this:
Go to Control Panel > Display Properties > Settings tab > Advanced button >
Troubleshoot tab >
Firs Uncheck the box "Enable write...." then move the slider to left one
step, then work as you do ,if it happens again , go and move it one more
step to the left and if again. do it until you get no more options,

Okay. I tried your advice, only to find similar results. Do you think
something could be wrong with my video card? Or maybe some sort of
configuration with my system?
