Some Messages Will Send Other Messages Will Not Send

I have Outlook 2003 running on XP Professional. I am try to send an 2 emails
with an PDF file attachment of 31 MB. They both sit in my outbox, while 2
other emails with no attachments were sent immediately. Why won't the
attachment emails send?
 
Probably because they are over the limit of what is allowed by your ISP or
mail admin. Contact them to verify your message size limit.
