Solving with Iteration

I have had trouble before with iterating spreadsheets but
this one (recieved from soneone else) is particularly
exasperating to modify. In this case, I am trying to
include an XIRR function, but it returns #Value. However,
if I go to that cell and hit F2, then F9, I do see that
the cell really does have the expected result. Does
anyone know how to fix this?
