For anyone else researching this issue

The problem was I had Pre-Windows 2000 Compatibility set, effectively assigning everyone the read and list contents permission. Removing this group restricted the lists as required

Thanks for you follow up the solution I suppose you don't need the
Pre-Windows 2000 Compatibility in place.
