Solution to: Windows cannot access the specified device

If you get the following message:

desktop message: windows cannot access the specified
device, path, or file. you may not have the apporopriate
permissions to access the item.

Try this:
The run32.dll could be corrupt.
Replace the file run32.dll in the folder c:\windows\system32 with a fresh
file Downloaded
from http://www.dll-files.com/dllindex/dll-files.shtml?run32
It worked for me.

The file in question is rundll32.dll and not run32.dll, if the issue is with ME, you need to replace the file rundll32.exe with a new copy extracted from Windows ME OS CD.

Since ME does not have Dos, you need to use a bootable floppy or a CD and get to the DOS mode and perform these steps,


extract /a X:\XXX\Win_17.cab rundll32.exe /l c:\windows command can be used to extract the file from the ME OS CD from DOS. [Note: X:\XXX would be the drive and folder, the exact path to the ME OS CD and this path should include the *.CAB file

This group relates to Windows XP. Please do not confuse it by giving
advice related to other systems.

In XP you boot the CD itself and take the immediate Repair mode
('Recovery Console') to do that sort of thing
