I had this same issue this week. I searched all the groups and
everything I read did not fix the issue but I have found a solution.
First my issue was the end user couldn't open or save the file in
Outlook 2003 without getting the error above. The issue was with only
one excel file nothing else. To resolve the issue I logged onto another
computer as the user who was having the issue. Set up their email
account on this different computer and then tried to open up the file.
I was able to open the file up with no issues so I figured it had to be
with their local profiile so I deleted their profile.
To delete a profile: Log onto the computer as administrator.
1. Right click my computer
2. Click on advanced tab.
3. Click on settings under user profiles
4. Click on the user having the issue and click delete.
Their profile will rebuild when you log back onto the computer with
their credentials. Then add back all printers, drives, and other items
related to their profile.
Note: Be sure you write down all of their drives, printers and any
other special items before deleting their profile.
