Software Won't Install with XP Home

I have a friend who is running XP Home. There's only 1 user who is set up as
the administrator. Now we can't install any software. We've tried drivers
for her HP printer/scanner/fax. We've tried software on CD. Everything
starts the SETUP.EXE program but then hangs...No errors...no nothing...

Any suggestions would be greatly appreciated!
