Software to slow down CPU?

I have an old Borland Pascal program that will no longer run on today's fast
CPUs. My present PC is a Pentium 4 at 2.66 GHz. Is there a software
utility that I could use in a batch file to slow down the PC when running
this program?

The only one I could find is for DOS. And - if I remember correctly
the infamous runtime 200 error also occurred when running Borland
Pascal on fast Win9X systems.
