software restriction/permition for user accounts

How do I restrict/permit the use of certain programs on
each of 6 user accounts (2 adm.,3 limited, 1 guest)that I
have set up ) for my family in XP-HE.

"Windows XP allows for five different levels of permissions. Level 1 is the most private and secure setting and Level 5 is the most public and changeable (non-secure) setting.
