I have 4 user accounts, including administrator. When instaling new sofware
it becmes available on all accounts and the "make private" button is
unavailable. How can I make new software available only to the administrator
account?

If the software is designed for XP, it will ask you during setup if you
want to install only for current user or for all. If not given that prompt,
the application will install however/wherever the author decided it should.

You might be able to get around that by creating a folder. Giving access to
only yourself and system. Then direct the installation to that protected
folder. For other ideas or recommendations, you should contact technical
support for that program.

Thanks for your response -- much appreciated. I'll pay more attention when
installing software in the future, as per your advice.
Unfortunately I didn't word my question very well. What I really need to
know is: is there any way I can make a couple of the programs, which are
already accessible by all users, accessible only by the Administrator?

Do you have XP Home or Pro? With XP Pro, you can use group policy. With XP
Home, you might be able to adapt the idea of creating a folder that has
permissions for admins only. You'll need to drop into Safe Mode to get to
the Security/Permission pages in a folder's properties. Alternatively, you
could use a third party program such as this one by MVP Doug Knox:
