Software licensing and OEM versions

Would someone please point me in the correct direction to
get the definitive answer on software licensing and
ultimately who is and isn't allowed to buy/use/sell OEM
versions of MS products?
I've been to the MS licensing home page but it appears to
concentrate on volume licensing and I need info on the home
and small business user.

Because you have to be an OEM to get access to the web site. The names of various programs change (and I can't keep up)

But note each country has specific sites for that country.
 
What about academic versions once you're no longer eligiable to use them- I
know XP is 'tied' to the PC after its activated-but if you're uneligable
(eg. no longer working at a k-12 school, for example) ?

one answer MS will sell to anyone with $$ in their hands.
Who can they sell it too anyone with $$ in their hand. At
first it was supposed to be installed on a new system,
then changed it to some hardware. Some hardware could be
a screw, a connector, etc.
