What is "Soft boot" in Windows 2000 means? What are the
steps involved? Is it the same as "booting to safe mode"?

Hard boot is power cycling or reset.
Cold boot is a boot from power off.
Warm boot is a boot from power on.
Soft boot resets only part of the system.
Reboot is rather warm boot.
