socket notification sink

Every time I try to download from any website, since I've
installed the Service Pack 2.... The Browser freezes, my
internet connection freezes and I cannot close the
browser without using CTL ALT DEL, to do so. If i log off
i get End Now for a "socket notification sink."

What DO I DO? I cant download anything?????!!! Ive
uninstalled the SP2, nothing still....
