My ISP's outgoing mail server(smtp) do not allow login from outside network,
so I can login only when I connect with their broadband at home. When I use
other broadband on the road with other network, I can only receive mail but
not send out. Can anybody help, is hotmail offering fee outgoing mail server ?
 
checked with ISP, they said some fee web mail service offer this smtp, but I
can't find it. I don't want to use web mail as i want all my mail saved in my
notebook.

None free that I know of. There are roaming internet operators such as
www.goremote.com and www.ipass.com

Also paid for smtp: www.gosmtp.com www.bortnet.com www.authsmtp.com

Also some hosting companies provide an authenticated smtp server as part of
the package (e.g. www.donhost.com)

You will need to change the SMTP to refect the ISP you are connecting with.
This will still send your email through you normal email provider but will
allow proper authentification. For example, if you normally use roadrunner
your SMTP would be something like "smtp.rr.com" well when you are using a
different ISP, say bellsouth, you would have to change your SMTP to read
"smtp.bellsouth.com". Just remember to change it back.
