Is there any program that will/can read SMART status from an IDE drive
connected via USB?

No, and it cannot be created at this time. The USB standardisation comitte
just put in the SCSI command set which does not support ATA SMART.

You need to remove the HDD from the enclosure and connect it directly
to an (S)ATA port in the computer to read the SMART attributes.
