Smallest DVD move file size possible for cell phone?

Clarity is not that important as long as quality is reasonably ok, and
I don't go blind and deaf watching the movie. What kind of software
would I need to using Windows XP and Windows Mobile 5 or 6 (not sure
which one I have)? Thank you.

I like DVD Fab... Works well.
Although their product line has 'spread out' over time.

That's really where you need to look for such things - as this is not a
general issue with your WIndows XP operating system - as the OS is likely
working fine. ;-)

size after it has been processed based on your experience with DVD
