small office sharing & blocking computer folders

I sure hope you have some additional suggestions or test I can do.

Start the 192.168.0.3 computer in "Safe mode with networking", and see
if you can ping it. If you can, then Norton is probably causing
problems even when it's disabled. If you can't ping it even in that
mode, I'm out of ideas.
