Small email in Outbox

Small emails stuck in Outbox. I have read several past threads but for me
the emails are small the word "TEST" in subject and the Electronic Bis Card
and nothing in the body. Also happened with slightly larger bodies about 3
sentences ad the EBC. The problem is with every email over 2 days. When I
press "Send/Receive" new emails are received. Nothing goes out.

Is the virus scanner the Norton 360 or a Microsoft item included with Vista
Home Premium or even both?

Norton 360 indeed integrates with Outlook unless you tell it not to upon
installation.
AFAIK, the proper way to get it removed is to uninstall Norton 360
completely, run the cleanup utility that Norton provides and then do a
custom installation of Norton 360 and tell it not to install the email
component.

Of course, after running the cleanup utility you could see if Outlook works
correctly now to find out if it was indeed the issue. After testing, you can
proceed installing Norton 360.

Outlook 2007 was running correctly for a few weeks since I installed it. Why
would this problem show itself out of the blue? Is there the possibility of
other things showing up later? Seems like in order to fix one thing
something else breaks.

As said, virus scanners are know for this unstable behavior. You're fine
with just the on-access scanner of it and don't need their integration
add-in at all. You wouldn't break anything; you're just removing unnecessary
components as they don't offer any additional level of protection to begin
with.

I was out of town using a hotel wireless when the items were stuck in Outbox.
As soon as I connected at home and opened Outlook the Outbox cleared.
Perhaps the signal strength was low at the hotel. I will keep the thread if
this happens again.

This is common and has nothing to do with signal strength. It means you
weren't properly authenticating to the outgoing server.
