Slow video on fast machine

I am running Windows XP on a 2.2GHz Pentium 4, 512 MB Ram, 32 MB Pro Savage
DDR Video Adapter. Yet somehow when I try to play video files the image is
lagged and blurry at times. It's not the encoders, definitely not the files.
Any idea on what could be causing the problem?
 
What I would do is see if you can borrow an higher rated video card (say an
NVidia GFORCE 6 with 128 meg ram) and see if this improves performance
