slow transfer rate

i'm experiencing slow transfer rate in the msn messenger when i send out
files but the speed's normal when i receive files from other users. n i can
hardly attach files in my email messages. basically, files can be transfered
into my comp but not out. i've turned off the firewall settings but it
doesn't help. what should i do next? please help

What sort of Internet connection do you have? A lot have asymmetry
between rates at which you can download from the net and the one at
which you can upload - to send to someone else. In my case the first is
five times as fast as the second. Even on a dialup, the 50 K or
whatever applies only to download; upload is no more than 33
