Slow Transfer Rate

I have two computers networked at my house. Both run
Windows XP and are connected with a crossover cable. My
transfer rate averages about 250 to 400 kbps. A while ago
it used to average 3 to 4 mbps.

Does anyone know how to improve the transfer rate over a
network setup like this?

Are they running at full speed? Go to performance monitor, add, network
connections, and pick 'Current Bandwidth' for the network cards. If they
are running at 10000000 (bit/s), then check the wire and cards. Try:
- replacing the cable
- checking if the collision light is blinking on the NICs.
