Could you let me know the original post? I would like the check the history
of the troubleshooting. I also suggest that you following up this issue in
the old thread becasue the engineers who responded to that post are more
familar with this problem.

Please let me know the following:
I am not sure about the symptoms of "this has not solved by (up to) 2
minute wait while the Local Area Connection icon and with it, access to
files through Explorer loads up". Could you share more information with me?
Generally speaking, the startup delay issues may be related to some
factors. For example, some devices drivers and applications may take a long
time to load all their components. Also, some network problems may cause
domain group policy be applied slowly.
To isolate the problems scope, I would like to suggest that we perform two
tests:
Test 1: Perform A Clean Boot:
1) Run "msconfig".
2) In the Services tab, click "Hide All Microsoft Services" and click
"Disable All".
3) In the Startup tab, click "Disable All". Click OK. (This will
temporarily prevent third-party programs from running automatically during
start-up.)
4) Restart the computer. Does the slow startup still exist?
5) If it doesn't occur, please run msconfig.exe again.
6) In the startup and Services tabs, check the items one by one and restart
your computer to identify which item is the cause of this issue.
(NOTE: To turn these services/programs back on, just run "msconfig.exe"
again and click "Enable All" in the Services tab and the Startup tab.)
Test 2: Start The System With Network Cable Unplugged:
Please check if the problem still persists in this mode.
