slow response

cI just realized that my Access 2003 is very slow to response.
It takes 10 seconds to move a control and more than 30 seconds to save the
report.

Does Acess running query in the background or compile VBA code to move
control and save reports?
If not, are there any place I can check to improve the speed of design the
report?

Do they apply running the app and develop the app?
I thought that they are for running the app.

I had a similar situation in Access 1.1 or Access 2.0 when I was trying to
use a scanned document as background for forms and reports... Access had to
manipulate that bitmap as well as the controls I was laying atop it, and it
was excruciatingly slow. The answer would have been to remove the bitmap,
but then I would have had difficulty placing the controls. A compromise was
to measure a printed copy, place the controls using the measurements, and
then add the background bitmap... but only a compromise, as once you placed
the bitmap, it was again slow as trying to stir an unheated vat of molasses
on a New England mountainside in the dead of Winter.

(And, sad to say, the potential client had the unrealistic expectation that
custom software was going to cost him about the same as shrink-wrapped
software. When he saw the estimate, there was a sharp intake of breath and I
never heard from him again. I learned something about "qualifying clients"
before investing hours to prepare a proposal.)
