Slow response when going to Program Files

I was wondering if anyone else is seeing this odd behavior.

I have Windows Vista Ultimate x32 installed at this time. (thinking of
upgrading to X64)
AMD X2 2.3 GHZ
2GB RAM
200GB SATA 8mb cache harddrive

When ever I click on Start and got to Programs or Settings or any sub menu,
it takes 10-15 sec for the next level of options to show up.
I have seen this from day one when I installed Vista.
