Slow program start-ups...Anything I can do?

I've been experiencing slow prog start ups lately. When I try to open a file
or program, there is a couple of seconds delay before I start hearing the HD
loading.
I have a pretty new computer
P4 2.6(800); 2x512 Dual DDR; ATI AIW 9600Pro; IBM Deskstar/Seagate SATA....
Everything was freshly installed.
I've maintained the programs @ start ups to a minimal.
How can I troubleshoot what's clogging things up?

If you haven't defragged your drive lately I highly reccomend you do it.As
over time for example the hardrive has to search for all the pieces of 1
file scattered over the hardrive to launch a program.

Afterwards I would reccomend you defrag at least once per week.Especially
your C: drive.
C: drive constantly changes especially when using Internet Explorer as
Interet Explorer always adds temp files when surfing the net.

Ok,if you have been defragging it could be a service running using more
resources than it needs.Some 3rc party programs when installed somtimes have
a service they install also.CNTRL-ALT-DELETE -- TASK MANAGER -- PROCESSES --
look at the CPU part,look in the 00s column of CPU if you see anything
running higher than normal such as %60 , %30 <---must be a constant %30 for
example this might be the reason for some slowdown.

If you see somthing sucking out more cpu time than it needs and want to know
how to fix it send me a mail.

1st time I ran Defrag, it tells me that "Windows does not need to be
defragmented" but I defraged anyway. There's still a delay opening files and
programs especially clicking on a link from an Outlook or Outlook Express
message, which opens IE after about 5 seconds. Once I hear the HD start
ticking away it loads fine. But why is it so slow to respond?
I checked "Processes" in Task Manager and 99% is to System Idle.
 
I am experiencing the exact same problem. Takes 45-60
seconds for Outlook Express to open. The same for many
applications.

I have stopped my virus s/w, increased my page size.

Nothing is happening in the task maneger (applications or
process) System Idle Process has 99% of the CPU.

This just started a few weeks ago after loading a bunch of
windows 2000 updates. Also loaded some HP All-in-one
printer updates but uninstalled the and verified nothing
related was running.

a clue as to what the cause is and what the fix is. I have this sh*t on a
clean install of either of w2k and wxp with only gfx drivers installed
manually.

Long shot, but look at
http://insideoe.tomsterdam.com/problems/performance.htm
for some suggestions.

There does seem to be a problem with OE6, which you may have got if you
applied windows updates.

I would also consider checking out the thread
"WARNING: Norton AV2003 may cripple your PC !!"
in this newsgroup (assuming you are running NAV 2003 that is!).
Symptoms include very slow right-click and long time to start
applications. Has resulted from a very recent automatic update by
Norton, linked to some Verisign problems.
 
My Win2K Pro is also a new machine w/ fresh install but running NAV2001.
Disabling Norton makes no difference. Is this prob related to a specific
update.
I had the same prob w/ a 98SE machine.

I seem to remember that upgrading OE to OE6 caused the problem. I am
not sure however if OE shares common code with Explorer/IE, so maybe
updating to IE6 could cause the same problem.
 
I didn't suspect that because I've updated my W98SE machine at work with all
the patches and update including IE6 and OE6. Yet it doesn't exhibit these
symptoms.
