Slow performance HP Pavilion with XP

I just erased my hard drive and reinstalled Windows XP
with all the latest updates (to avoid any previous issues
with other updates), and my HP 7830 STILL runs
incredibly slowly and takes 7 minutes to start up, with
NO programs installed. Has this happened to anyone else
out there? Thanks if anyone has any insight.

do you have at least 128MB memory?
For fast performance I would go to : right click my
computer/properties/advanced/performance/,,and set for
optimal performance. Might not look so fancy anymore but
runs much smoother.
