Slow downloads & timeouts

For a few weeks now downloads from usenet newsgroups using Agent have been
very frustrating due to slow speed and timeouts. I have been experiencing
the same problems downloading updates using the the MS Internet Explorer and
to make matters worse there is NO RESUME feature. I have been blaming my
ISP for this poor service, high speed pay for 56K modem rates. :-( After a
few hours of trying to get an update from ATI today I decided to try a third
party download manager and two minutes after I installed it I had all the
updates I wanted transferred at 300+k!!!

This leads me to think that all those MS security updates may be the cause
for the poor service I have been getting? (It does not explain why they
can't seem to include ancient technology like resume) Is Microsoft working
on a fix?

If it was updates then you see hundreds or thousands of people seeing the
same thing. They'd be posting in here that after an update their internet
slowed to a crawl. Since I'm not seeing that and haven't really heard of
slow speeds after updates, I have to assume that the updates did not slow
your speed down. If they did many others would have the same symptoms.
Sounds to me like your isp servers. Did you ever do a trace route to see
where the bottle neck is? Most likely the reason the download manager worked
is because it probably routes you thru their servers around your isp's
problem or they pre-download links and programs when you visit a site. I'd
do some trace route and ping tests to see if you can get a server name where
the slow down is, then tell your isp and see if they can help.
