Right click on My Computer and select Manage. On the following screen,
select Disk Management.

The slave should now show up on the right hand side of the screen (provided
it is correctly identified in the BIOS) and you can assign it a drive
letter.

The slave shows up in disk management. However, it does not show a file
system (it was formatted and working NTFS). The slave also shows up in
Windows Explorer, but when I try to access it says "disk Unformatted".
