Hi

That folder holds the files for System Restore. You can alter the amount of space available to SR by right-clicking My Computer, selecting Properties and then the System Restore tab. Highlight the appropriate disk and then click on 'Settings'. Use the slider to increase/decrease the amount of disk space you want to allocate to SR.

Go to Control Panel - System - System restore, highlight the drive,
click Settings and reduce the space allowed - I suggest under 1GB and
actually use 500 MB myself. Reboot, and the excess points will go.
Points going back more than a couple of weeks are unlikely to be useful:
you need some other method of backing up the entire system and programs
if you need to start over completely.

You can also reduce at any time to just the most recent point by running
Start - All Programs - Accessories - System Tools - Disk Cleanup
and on the More Options page click the button at the bottom
