Simple program needed ( I hope it's simple)

I am looking for a simple prog that can convert an AVI video into a VCD
format.
Is there any suggestions please. I have tried VCD easy, Win MPG converter
and Roxio EasyCD 5, either they were not capable or were a bit too
complicated.

Tmpgenc

(freeware version:
http://tmpg.pegasys-inc.com/download_files/TMPGEnc-2.513.53.162-Free.zip)

(it has a wizard, very few options to choose, in fact you can't choose a lot
of parameters to make a vcd ;-))
