Signing applications for Windows Mobile 5.0

My apologies if this is the wrong newsgroup for this question.

I found a white paper on the MSDN which explains how to sign applications
specifically for WM 5.0, but it doesn't seem to work. I successfully
installed the sample certificates on the device and signed a test with them,
but when I ran the signed test on the device, it still prompted me whether I
wanted to run it, indicating that the test was from an unknown publisher.

It may be interesting to know that when I used Microsoft's remote registry
viewer, it had to download some server components to the device, and they
were also marked as coming from an unknown publisher and I was prompted
whether I wanted to allow them to run. If Microsoft's own debugging tools
need special authorization, then maybe this is a problem that can't be fixed?

On a positive note, you are only prompted the first time an application is
run. Subsequent invocations do not require re-authorization.
