Signature won't appear in a new email ??

I am working with outlook 2003 six machine are in the office only one will
not automaticly insert signature with a new email. (Of coarse its the
bosses) The signature can be added manually with the "Insert" > "Signature".
The same signature works with reply and forward perfectly. The mail is
coming from Exchange Server 2003. The other Machines don't have this
problem. Any body have an ideas.

Is the boss using word as his editor? Is he creating new mail in outlook,
rather than using File, Send to menus in other applications?

Office 2003 is installed on this machine. I'm not sure the he is using word
for his editor, he does not do his own correspondence, but yes he creates
new email from the outlook tool bar "New" > "Mail Messages" He then can
insert from the tool bar a signature file. but it is not automatic like on
the other machnes. Is there a issue with using or not using word. The
reply or forward works great. and its the same signature file. Does it have
to do with the one of the 3 formats of the signatures .rtf, html, txt. ?
