SideBySide Access is denied event viewer errors

I am receiving several errors in the system event log on bootup. They are as
follows:

Event ID for all = 59
Type for all = Error
Event source for all = SideBySide

Descriptions:
1- Resolve Partial Assembly failed for Microsoft.Windows.Common-Contr­ols.
Reference error message: Access is denied.

2- Generate Activation Context failed for
C:\Winnt\system32\SHELL32.dll­. Reference error message:
Access is denied.

3- Generate Activation Context failed for
C:\Winnt\system32\TAPI32.d­ll. Reference error message:
Access is denied.

4- Generate Activation Context failed for
C:\Winnt\system32\NETSHELL.dl­l. Reference error message:
Access is denied.

I have a feeling it might be a file permission issue, but I don't know what
accounts need what permissions to what files. Can anyone please help me?
