Siamese Task Bar problem

Since upgrading to XP Pro the other day I appear to have a
second task bar trapped behind the first. At least, I can see
the top edge of a task bar - the highlight and a few pixels of
dark below that - protruding above the normal visible task bar.
I assumed it was some wierd decoration but a relative tells me
that it is not like that on his machine. Any ideas what it might
be and how to remove it?
 
Nice idea but it was already locked. All that lock does is to
prevent one accidentally dragging a toolbar divider, or toolbar
shortcut.
 
What happens if you unlock the task bar, drag it to its maximum height, and
then back down to where you want it? I'd be curious to see a screengrab of
this issue if it persists.

It still remains. In fact, it has just survived a virus attack
that has wiped out every toolbar from my taskbar. I've just
spent some time rebuilding it. I had problems doing this in XP
style due to visibility of the 'handles' so switched to classic
view. Editing the taskbar is like handling a slippery eel even
in classic anyway. The double 'lip' does not show in this mode.
I'm busy for a while but later today I'll restore XP style and
post an image to my site.
