Shutting off

When I first installed XP on my PentII to shut off the pc I would go
start->shut off and this will turn the pc off. However, no when I do that
after a few minutes it tells me "you can now safely turn the pc off" and I
have to manually press the button. Is there any way to go back to the way it
was (i.e it shuts the tower off)? Thanks in advance!
