Shutting down Windows 2000

Every time I try to shut down Windows 2000, the PC simply
reboots - anybody have an idea how to solve this ?

Command Prompt.
SFC SCANNOW

Oo, that's interesting.

C:\> SFC /?

Windows 2000 Windows File Checker Version 5.00

Hrmmm, ITYMeant "SFC /SCANNOW"

How did you know that would allow the PC to shut down?

Or, put another way, what file did it replace that allowed
the PC to shut down?
