shutting down question

I'm sure this has been asked before, but I cannot find the answer--
How do I change the default shut down button from "Stand By" to "turn Off"?

It should remember whatever you last told it to do and default to that.

It does not. It defaults to stand by, a setting I never choose

That gives me choices re
closing the lid---> stand by; shut down is not an option
press the power button---> shut down
press the sleep button--->shut down

I do not see any choices for pressing the start button
