anytime i shut down my pc it doesn't shut down completly what is say is

Most often the solution is Contol Panel / Power Options / APM Tab / Check
Enable Advanced Power Management support. If this isn't the case for you,
you should give more details. Using ACPI or APM? Older PC with possible
BIOS issue? etc.
