Shutter Effect

I have had to reinstall windows xp professional because I had to replace the
motherboard and what is happening is ...when it starts up there is a rapid
flicker while windows is loading. And when I open My Computer...the window
will half open..do some flickering..then fully open. Does anyone know a fix
for this?

Install the most recent drivers for the video card or video chip on the
motherboard.
