to stop it by pressing F8 (on my machine) on reboot which
gave me a list where i chose "last known good
configuration" on the next screen i selected L and <enter>
The system booted up ok and I was able to get into the
machine. I think there is still a problem on my machine as
it wont shutdown, it just hangs and a normal reboot sends
it back into a loop. I loaded SP4 but the problem still
persists and virus checkers didn't find anything wrong.

I'll pass along to you the same advice given to me by Pegasus (MVP)
when *I* was having boot problems: Start disabling stuff, remove
all non-essential cards and devices, and see if you can boot up in
safe mode (by pressing F8 on start-up). If you can, then use msconfig
to disable everything (
http://www.svrops.com/svrops/dwnldoth.htm),
and see if you can boot up normally. If so, start re-enabling stuff
(starting with system services) one at a time, rebooting each time,
until you find the culprit
(by process of elimination - or something like that).
